During the 15th Parliament, the motion to establish 10 Special Select Committees of Parliament of Malaysia was approved by the Dewan Rakyat on 21 March 2023.

Each Special Select Committee has its own terms of reference (TOR). The Ministry and the agencies related to the function of each Special Select Committee are appointed as permanent representatives (ex-officio) and tasked to advise and offer their expertise to the Committee based on their respective fields. 
 
A Special Select Committee consists of 9 Members of Parliament; 6 from the Government and 3 from the Opposition. The composition of the members is in accordance with the Standing Order 82(1) of the Standing Orders of the Dewan Rakyat (SODR). The Chairman of each Special Select Committee is elected by the respective Special Select Committee as outlined provided in Standing Order 81(1) of the SODR.

On 12 August 2025, the House of Representatives Council had amended the Standing Orders of the Dewan Rakyat by inserting Standing Order 80B which states “There shall be Select Committees related to Ministries to be known as specified in the Schedule to consists of not more that twelve members nominated by the Committee of Selection. The Chairman and Vice-Chairman shall be elected amongst the appointed members of the Committee."
