Proceeding Regulations Committee is made up of the Tuan Yang di-Pertua as Chairman and six other members elected by the Selection Committee at the earliest time possible after the beginning of each Parliament.

The Committee is responsible for weighing and issuing statement to the related Councils on matters concerning Proceeding Regulations when handed by the Council for consideration.

This Committee does not have the power to summon the presence of anyone or to request the issuing of letters except when given permission by the Council to do so.

If a notifier of a proposal recommends any amendments to the Proceeding Regulations, the notifier has to append his proposed amendment. A proposal that has been suggested and supported is considered as “has been handed” to the Proceeding Regulations Committee by not presenting other problems to the assembly.

The proposasl can no longer be discussed until the Proceeding Regulations Committee has issued statements to the Council regarding the proposal.
